Why Does My Ping Shoot Up To Over 2000 Every Couple Of Minutes?

This is a recurring problem now, I’ve encountered this problem whilst playing League of Legends, every minute or two my ping shoots up to a couple of thousand and I can’t move my champ.
At first I though it was packet loss since it felt like information was being lost for a few seconds. but after running several speed tests on speedtest.net and pingtest.net there is no evidence of packet loss or ping spikes.
I noticed this only happens in the afternoon/evening, my connection seems fine in the mornings and at night but it seems at peak times this lag spikes occurs.
Only after I used ‘ping’ in cmd I discovered a pattern, every so often at fairly regular intervals the ping shoots up for ONE packet, it usually stays around 20-40ms but when it spikes it can jump several thousand ms causing these lag spikes I feel in game. Since it only affects 1 packet every now and then this could be why the speed tests dont show the rise in ping, it’s simply averaged out or misses completely.
Here’s a section of the ‘ping’ test in cmd to show you, google.com was used.

Final results were:
Ping statistics for 173.194.67.103:
Packets: Sent = 488, Received = 488, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 21ms, Maximum = 2240ms, Average = 56ms
As you can see 0% packet loss after almost 500 packets were sent/received.
Phew, I know this was a lengthy question but any insight into why I have these rogue packets from time to time would be greatly appreciated.
I know that one packet with a high ms from time to time might not affect web browsing and watching videos but if you try to watch a stream or play an online game it’s a nightmare.

As you can see, without using any cmd tools the connection appears to be perfect.
